In Section 45 of its decision dated 16 May 2012, the Turku region public transport authority decided that public transport services in the municipalities of Turku, Raisio, Naantali, Kaarina, Lieto and Rusko are to be organised in accordance with the EU regulation on service contracts as of 1 July 2014.

Procurement contracts established before the entry into force of the Act on Transport Services include protection of exclusive rights. This protection applies to all lines of the Turku Region Public Transport Föli and their effective areas, as well as lines which involve Föli as one of the procurement parties. In practice, the exclusivity therefore applies to all public transport services provided in the Turku, Kaarina, Raisio, Naantali, Lieto and Rusko region.
