School transport subsidy card – Get a free Föli month once every school year

Students of upper secondary schools and vocational institutions may apply for the school transport subsidy for their daily travel. The school transport subsidy is available to students living in Turku, Kaarina, Lieto, Raisio, Rusko and Naantali whose travel distance to school is at least 10 kilometres one way.

Get a free Föli month once every school year by meeting the following criteria:

  • You are an upper secondary school or vocational institution student
  • Your travel distance to school is over 10 km one way
  • You live in the Föli area and apply for the school transport subsidy

Free month once every school year

Föli offers a period of 30 days of free travel once every school year to those who apply for the school transport subsidy. The normal price for a 30-day school transport subsidy card is 38 euros. You can apply for the school transport subsidy at any point during the school year.

Travel distance to school over 10 kilometres

Your travel distance to school is defined as the shortest trip by car between your home and school. If the shortest trip is less than 10 kilometres, you are not eligible for the school transport subsidy, even if the trip is longer by Föli bus. The travel distance between your home and school is measured using online route planners.

How to apply for the school transport subsidy and claim your free Föli month

1. Fill out a Kela school transport subsidy application. You can download the application form here.
2. Submit the filled out application to your school’s office.
3. Your school’s office will immediately provide you with a purchase voucher for a Föli card.
4. Use the purchase voucher to claim your free month at any Föli service point.

Be sure to notify Kela and Föli of any changes affecting the eligibility criteria for the school transport subsidy, i.e. if you move to another address during the school year, shortening your school trip to under 10 kilometres. You can notify Föli by sending an e-mail to joukkoliikenne(a)turku.fi.

Important information about the school transport subsidy

Tickets for young people are so affordable in the Föli area that the price does not exceed the deductible limit for students, but Kela still pays subsidies to school transport providers.

School transportation costs are calculated based on a decree issued by the Ministry of Education and Culture (428/2012). The amount of subsidy paid by Kela depends on the distance from school, and the school transport subsidy invoiced from Kela is allocated as municipal income based on the home municipality of the student.

The school transport subsidy is important to municipalities as well

In practice, Kela’s subsidies help municipalities provide affordable public transport services to students, among others. This is why it is recommended that everyone eligible for the school transport subsidy apply for it.

With decision 108 issued on 21 May 2014, the Turku City Region’s Public Transport Committee established the school transport subsidy card, which can be granted to those who study at a vocational institution or an upper secondary school. The school transport subsidy card is a 30-day season ticket valued at 38 euros.
